Housing

  • Senate Bill 1514 repeals a 2021 law that established “objective reasonableness” as a statewide standard for cities and counties regulating the use of public property by people experiencing homelessness. The current bill would eliminate the standard as a legal defense and as a basis for challenging local laws. The bill was referred to the Senate Committee on Commerce and General Government on Feb. 2.   • Senate Bill 1521 prohibits cities and counties within the Portland metro area from requiring developers to provide affordable housing in multi-unit dwellings unless the city or county first calculates and offsets the developers’ expected losses. The Senate passed the bill Feb. 20 by a vote of 21-6. A public hearing was held before the House Committee on Rules on Feb. 27. No other actions are scheduled as of presstime.
  • Senate Bill 1566 exempts affordable housing projects from the requirement of paying workers a prevailing wage for their labor. A public hearing was held before the Senate Committee on Business and Labor on Feb. 9. No other actions are scheduled as of presstime.
  • Senate Bill 1567 authorizes the Housing and Community Services Department to fund mixed-income housing. The Senate passed the bill Feb. 27 by a vote of 22-3. A floor vote in the House was scheduled for Tuesday, March 3.
  • House Bill 4037 adjusts some terms of the revolving loan program for cities and counties to fund affordable housing. The House passed the bill Feb. 18 by a vote of 40-13. A floor vote in the Senate was scheduled for Tuesday, March 3.
  • House Bill 4149 directs school districts to adopt policies that provide for the immediate enrollment, school placement and services to students experiencing homelessness.   • Senate Bill 1587 prohibits data brokers from providing data to others for enforcing civil laws without a court order. The Senate passed the bill Feb. 24 by a vote of 18-9. A floor vote in the House was scheduled for Monday, March 2.
  • Senate Bill 1594 directs the Office of Immigrant and Refugee Advancement to adopt policies to respond to federal immigration agents. The Senate passed the bill Feb. 24 by a vote of 18-11. A floor vote in the House was scheduled for Monday, March 2.
  • Senate Bill 4123 limits the circumstances under which a landlord may disclose confidential information. The Senate passed the bill Feb. 17 by a vote of 43-6. A floor vote in the House was scheduled for Monday, March 2.
  • Senate Joint Resolution 203 proposes an amendment to the Oregon Constitution requiring law enforcement officers to be unmasked and wear identifying information except in specified circumstances. The resolution refers the proposed amendment to voters at the next regular general election. The House Judiciary Committee voted 5-1 on Feb. 16 to send the bill to the floor of the House.   • House Bill 4001 requires the Department of Justice to study ways the state can address illegal activity by federal immigration agents. The bill was referred to the House Judiciary Committee on Feb. 2. No other actions are scheduled as of presstime.
  • House Bill 4079 requires officials at public schools, colleges and universities to adopt policies on how they will respond when federal immigration agents are on school property. The House passed the bill Feb. 17 by a vote of 36-22. A floor vote in the Senate was scheduled for Monday, March 2.
  • House Bill 4091 allows the adjutant general to assist with the mobilization of the Oregon National Guard by the president only for specified reasons. The House passed the bill Feb. 19 by a vote of 34-21. The bill was referred to the Senate on Veterans, Emergency Management, Federal and World Affairs where it was sent to the Senate floor by a vote of 3-1 on Feb. 24.   • House Bill 4114 allows civil action against federal agents and law enforcement officers from other states under specified circumstances. The House passed the bill Feb. 18 by a vote of 36-4. Other stuff

  • Senate Bill 1507 disconnects the Oregon tax code from select provisions of the federal tax code. Committee members voted 3-2 on Feb. 9 to send the bill to the floor of the Senate with a recommendation for its passage. The Senate passed the bill by a vote of 17-13 on Feb. 16, and the House passed it by a vote of 34-21 on Feb. 25 and sent to Gov. Tina Kotek’s office for her signature.
  • Senate Bill 1590 prohibits public bodies from assisting the federal government with privatization of certain federally owned lands. The Senate passed the bill Feb. 19 by a vote of 17-11. The House Committee on Agriculture, Land Use, Natural Resources and Water sent the bill to the House floor Feb. 25 by a vote of 7-2. A floor vote in the House was scheduled for Monday, March 2.
  • House Bill 4127 requires the Oregon Health Authority to pay certain nonprofit reproductive health care providers that are not eligible for federal Medicaid funds. It was assigned to the House Committee on Health on Feb. 2 and referred to the House Ways and Means Committee on Feb. 17. A committee work session was scheduled for Monday, March 2. 
  • House Bill 4143 authorizes the governor to direct state agencies to withhold money owed to the federal government if federal funds are being withheld from the state in violation of a valid court order. The House passed the bill Feb. 24 by a vote of 36-22. The Senate Committee on Finance and Revenue sent it to the floor of the Senate on Feb. 27 by a vote of 3-0.
