Housing

These bills passed:

  • Senate Bill 1521 prohibits cities and counties within the Portland metro area from requiring developers to provide affordable housing in multi-unit dwellings unless the city or county first calculates and offsets the developers’ expected losses. 
  • Senate Bill 1567 authorizes the Housing and Community Services Department to fund mixed-income housing. 
  • House Bill 4037 adjusts some terms of the revolving loan program for cities and counties to fund affordable housing. 
  • House Bill 4149 directs school districts to adopt policies that provide for the immediate enrollment, school placement and services to students experiencing homelessness. 

These bills died in committee:

  • Senate Bill 1514 would have repealed a 2021 law that established “objective reasonableness” as a statewide standard for cities and counties regulating the use of public property by people experiencing homelessness. The current bill would eliminate the standard as a legal defense and as a basis for challenging local laws. The bill died in the Senate Committee on Commerce and General Government.
  • Senate Bill 1566 would have exempted affordable housing projects from the requirement of paying workers a prevailing wage for their labor. The bill died in the Senate Committee on Business and Labor.

Immigration

These bills passed:

  • Senate Bill 1587 prohibits data brokers from providing data to others for enforcing civil laws without a court order. 
  • Senate Bill 4123 limits the circumstances under which a landlord may disclose confidential information. 
  • House Bill 4079 requires officials at public schools, colleges and universities to adopt policies on how they will respond when federal immigration agents are on school property. 
  • House Bill 4111 provides that immigration status is not admissible as evidence in a civil proceeding. 
  • House Bill 4114 allows civil action against federal agents and law enforcement officers from other states under specified circumstances. 

These bills died in committee:

  • Senate Joint Resolution 203 proposed an amendment to the Oregon Constitution requiring law enforcement officers to be unmasked and wear identifying information except in specified circumstances. The bill died in the House Judiciary Committee.
  • House Bill 4001 would have required the Department of Justice to study ways the state can address illegal activity by federal immigration agents. The bill died in the House Judiciary Committee.
  • House Bill 4091 would have allowed the adjutant general to assist with the mobilization of the Oregon National Guard by the president only for specified reasons. The bill was passed by the House 34-21, but it died in the Senate Committee on Veterans, Emergency Management, Federal and World Affairs.
  • House Bill 4150 would have prohibited contractors from assisting federal immigration agents except in compliance with a court order. The bill died in the House Committee on Commerce and Consumer Protection.

Other stuff

These bills passed:

  • Senate Bill 1507 disconnects the Oregon tax code from select provisions of the federal tax code.
  • Senate Bill 1590 prohibits public bodies from assisting the federal government with privatization of certain federally owned lands.
  • House Bill 4127 requires the Oregon Health Authority to pay certain nonprofit reproductive health care providers that are not eligible for federal Medicaid funds. 

These bills died in committee:

  • House Bill 4143 would have authorized the governor to direct state agencies to withhold money owed to the federal government if federal funds are being withheld from the state in violation of a valid court order. The bill was passed by the House 36-22, but it died in the Senate Judiciary Committee.
