This is six months of sweeps in Portland

I know you aren’t going to read this whole issue.

I have, while I cleaned and laid out data over the last two months, but I know it’s hard to take in like this. It’s overwhelming: 12 full pages of columns with very few breaks. But that’s the point.

This is six months of data showing every instance between January and June 2025 in which workers through the city’s Impact Reduction Program took the homes or belongings of people living outdoors. This is publicly available data from the city — usually shown in graphs with big numbers of people and trash and needles all bundled together. But we wanted you to see each instance where people were uprooted or items were taken. We have added some highlights for each month and relevant context, but the vast majority of this issue is actual city data from sweeps.

In addition to being Street Roots’ editorial art director, I have a degree in government and applied statistics. Though data analysis doesn’t make up the majority of my duties here, it is within my skillset. Designing the presentation of this data kind of became my baby.

While working with this data, questions arose. Why is it so common that property bags are taken but no information is given as to what those items are? Why is there such a focus on needles? And most importantly, how do we know these numbers are accurate?

As with any data collection, something is lost here, and as a data analyst, I know that that loss isn’t just numerical, it’s human. These are all people with lives and histories and belongings who are being displaced using our tax dollars. Maybe some of the items collected are trash, but so much of it isn’t. In many cases, it’s documents, clothing, medication, accessibility devices and things that make up people’s lives.

As I know it is unlikely you will read this issue cover to cover, I challenge you to read a couple of entries and think about what this means to you as an individual, as well as the city we want to be a part of.

A note on methodology

In the data cleaning process, we excluded all entries where no people, structures or property were listed as present. However, that doesn’t mean those sweeps didn’t impact people. While IRP data is the only and best available source of sweeps data in Portland, Street Roots’ reporting has previously shown IRP data can lack accurate details regarding time, date, people, structures and property present.
